SEIAC Unveils 5-Year Action Plan to Strengthen Philippine Semiconductor and Electronics Workforce

The Semiconductor and Electronics Industry Advisory Council (SEIAC), chaired by the Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), has launched a comprehensive five-year action plan aimed at developing a highly skilled Filipino workforce and advancing the nation’s semiconductor and electronics industry.
Presented during SEIAC’s second meeting, the plan focuses on building a robust education-to-employment pipeline. Key agencies such as the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA) are collaborating closely with private industry partners to implement flexible learning pathways. These include ladderized programs and micro-credentials to equip Filipinos with globally competitive technical expertise.
OSAPIEA Undersecretary Angel Ignacio emphasized that human capital remains the cornerstone of long-term industrial growth. “Investing in our people is essential to building a resilient and globally competitive semiconductor sector,” Ignacio said. The council’s vision is to nurture local talent and encourage professionals to pursue high-value careers within the Philippines, strengthening both the national economy and industry leadership.
Beyond workforce development, SEIAC’s initiatives also target improving the country’s investment climate. This includes creating world-class Strategic Economic Zones supported by infrastructure audits to address key gaps in logistics, power, and water systems. The New Clark City pilot project is expected to serve as a model for expansion across the country.
The council is also committed to promoting ease of doing business and increasing international exposure for the Philippine semiconductor industry. One of its upcoming milestones is leading the nation’s participation in SEMICON Europa 2025 — a major European event showcasing global advancements in semiconductor and electronics manufacturing. This strategic move aims to diversify export destinations and align with Europe’s demand for alternative suppliers amid evolving global dynamics.
